Today members of tender committee of Sole distributor of “SK-Pharmaceuticals” LLP hold a meeting with potential suppliers concerning Rules of drugs and medical products purchasing organization.
In order to provide transparency of the competition on purchase of drugs, preventive (immunobiological, diagnostic, disinfective) agents, medical devices within the limits of free medicare “Samruk-Kazyna Pharmaceuticals” LLP holds a tender, using two-stage procedures.
The first stage supposes to check compliance of a bid to qualifying standards of the current legislation. The lowest price is defined on the second stage.
All initial price bids, tendered by potential suppliers, including the lowest price bid according to the lot are announced and the price bid is proposed to cut down. During 5 minutes the potential suppliers have the right to tender following price bids. Thus, the Sole distributor holds a competition by means of auction with a price for reduction.
At that the purchase is executed with observance of the principles:
1) optimal and efficient expenditure of money, provided for purchases;
2) fair competition amid potential suppliers;
3) publicity and transparency of purchasing process;
4) support of home manufacturers.
List of the drugs within the limits of free medicare is made out by the Ministry of Health with indication of limit price on each point.
Potential suppliers are also explained that in case of participation of two or more home manufacturers on the same lot, the client considers price bids on the given lot only from home manufacturers.
The Sole distributor makes demands for potential suppliers of drugs and medical products only in accordance with the current legislation, particularly, Government Regulation #1729 as of 10.30.09.
“Samruk-Kazyna Pharmaceuticals” LLP announced the purchase of 738 lots to the sum of 57 billion of tenge.
“Samruk-Kazyna Pharmaceuticals” LLP is founded in February 2009 for the purpose of increase of stability and competitiveness of pharmaceutical industry in the Republic of Kazakhstan by means of consolidation of public purchase of medicaments. It is formed for realization of functions of Sole distributor on purchase and provision with medical agents within the limits of free medicare.
It is a part of the structure “Samruk-Kazyna” National Welfare Fund” JSC.
